Why Is The Borrowing Percentage Always Higher Than The Supply Percentage?

The borrowing rate is always higher because the collaterals are never maximally used. There is also a 10% fee charge whenever any user borrows funds, thus always making the borrowing rate slightly higher. These fees earned are distributed to all xSUSHI holders.
